Any passengers must also wear a helmet from that date onwards. This obligation has been introduced to reduce the number of casualties among light moped riders, as they are particularly vulnerable in traffic.

With the 'Helmet on' campaign, the Ministry of Infrastructure and Water Management reminds moped riders and their passengers of the helmet requirement as of January, and that otherwise they risk a fine of €100.00.

As of January 1, 2023, the moped theory exams at the CBR comply with the new legislation. Some exam questions have been adjusted. They have also updated over 150 images used in the theory exams for cars, motorcycles, and mopeds to align with the helmet requirement as of January 1, 2023. The CBR administers approximately 7,000 theory exams and 3,500 practical exams for mopeds monthly.

Moped riders are vulnerable in traffic. To reduce the number of (fatal) casualties among moped riders, it is mandatory as of January 1, 2023, for both the driver and passenger to wear an approved helmet. The moped may travel at a maximum speed of 25 km per hour, rides on the bicycle path, and can be recognized by a blue license plate.

Wear a helmet on your moped from January 1st. This is better for your own safety (and that of your passenger) and you avoid a fine of €100.

Did you know

Can you choose which approved helmet you wear? You can choose a moped/motorcycle helmet or a speed pedelec helmet.

An approved moped/motorcycle helmet can be recognized by a circle with the capital letter E inside. Behind the E is a number, and each number represents an EU country. Helmets approved in the Netherlands are marked with the number 4. All helmets approved in the EU comply.

An approved speed pedelec helmet bears a marking in accordance with NTA 8776:2016.

There are 800,000 mopeds and 23 million bicycles in the Netherlands.

Every year, there are between 30 and 40 fatal traffic casualties and hundreds of (seriously) injured among moped and scooter riders.

The moped is used by 62% daily or several times a week.

The moped is used in 46% for social/recreational purposes.

A quarter of moped riders never ride a bicycle, and 1 in 7 never drives a car.

More information about the 'Helmet on' campaign can be found at www.komveiligthuis.nl/helm-op.

Snorfietsers verplicht helm op Vanaf 1 januari 2023 is het dragen van een helm op een snorfiets verplicht.
